You said - "refactoring to an appropriate level of abstraction". That really resonated. While SQL and ConfigurationManager could be reasoned to be cohesive, they are expressing a higher level concept (that of retrieving data) which is arguably a more cohesive coupling to use in their place. Something like businessRecords.load() perhaps.
