Ordinarily the "background apps" has nothing to do with session cookie persistence (unless maybe you have an extension that is remembering your session cookies?!). The "Continue where I left off" option in settings also restores session cookies (as mentioned in another answer).

It's working, after I disabled that option I get my session cookies cleared!

This is indeed another reason that causes session cookies not to be deleted. Thanks.
