    Yes, but I found that the Microsoft.EntityFrameworkCore.SqlServer package was needed for dotnetcore 3.1. Prior to that, it appeared that Microsoft.EntityFrameworkCore alone was enough. Commented Dec 21, 2019 at 19:23
