$\begingroup$ abc still uses a likelihood function or at least some statistical model that describes the probability of the data given the parameters. The idea behind it is that the computation of the likelihood is too difficult (because of nuisance parameters) or the computation of the posterior is too difficult, and is being approximated with sampling. $\endgroup$
