The list of packages they allow seems curated, maintained and the page has been recently updated, so I think that they do not allow the titletoc package on purpose. Besides, in the same page they mention conversion to HTML, in which format this TOC would probably be irrelevant. I suggest that (a) first you ask explicitly if you are allowed to include this TOC, (b) if it is for just two (sub-)sections, you could produce it by hand, using a table (or similar), \ref and \pageref. They even use the zref package. | |
