Yes intel_pstate=disable is not working. I tried intel_pstate=no_hwp but i has created havoc on my system :)

How can I disable both intel_pstate and acpi-cpufreq, so that it drops down to speedstep-lib driver? I tried modprobe.blacklist=acpi-cpufreq to no avail.
