Sorry for the delay. Briam, re-create the dirs and files manually and then update repos (mkdirmkdir and tuochtouch, as required by the displayed error), and use "dpkg --configure -a"dpkg --configure -a. 

Your system would run fine, but it is important to reinstall to make sure that it is not corrupted; previous is only to gain time to schedule a reinstallation... and take care of delete /var/lib/*/var/lib/* files.
