You could set up a separate VLAN and make their PCs use that, with outbound filtering and filtering DNS queries, but it would still only be an obstacle. Remember, you are basically giving them everything and then hoping to keep it secret. You can't keep how to make the secret sauce secret for long if you give the recipe to every person on the street (which is similar to what you are proposing) only asking them not to use it.
