GParted is currently not available in EPEL for RHEL/CentOS 10. It was [requested][1], but the maintainers haven't responded in bugzilla so far. In general, if you are missing a package in the EPEL repository, you should [fill a bug][2] requesting it to be added. As an alternative to GParted, you can try using GNOME Disks (package is called `gnome-disk-utility`) or the storage plugin in [Cockpit][4] (both available in the AppStream repository) or [blivet-gui][3] (available in EPEL). gvim is available in the AppStream repository, the package is called `vim-X11`.
