How do I manually make a .pack file like TexturePacker or alternate software(without using TexturePacker)?

I am using libGDX and apparently the only way I see for creating a uiUI is with texture packs. I am also too cheap to fork up the $40 to buy TexturePacker.

I would say that since a texture pack is nothing more than JSON or XML file and a large png I could manually code a texture pack. How? Or is there a viable alternative piece of software that does that for me?
