Does anybody know a workflow to rewrite a georeferenced raster dataset, so that the residuals in gcp's are removed to zero?

If you use thin-plate spline warping https://en.wikipedia.org/wiki/Thin_plate_spline the residuals are always zero. The result may be badly distorted in other places if the ground control points are not good, or if the original map has never been accurate. GDAL supports warping with -tps https://gdal.org/en/stable/programs/gdalwarp.html#cmdoption-gdalwarp-tps
