Requests an exemption to battery optimization when enabling remote verification

That's why this was never done and it was added as a built-in exception in GrapheneOS instead. I'm not sure what will happen if we include it. We probably have to submit a form justifying it and I haven't felt like doing it. |

| I expect simply including the permission in the manifest is what triggers review and needing to submit info. |

| Yeah I've seen that happen when requesting foreground permissions as well Either way, the code is here if you ever feel like it's worth the effort |

Note - I've read online that Google can be a little fussy with apps that request this permission. So, please keep in mind that they may give you trouble when reviewing the next update.
