Fixes a bug in the roman.locate module's SSC yaml file header translations that was introduced following a change to the SSC optmodel reference file header structure. The initial version of SSC optmodel reference files used "META" as the header root key, but changed in the newer iteration to use "ROMAN.META" instead. The SSC yaml header key translation function has been adjusted to look for both prefixes and only add the "ROMAN" prefix to header keys if it's missing.
