This is a minor release fixing CRAN issues

This is a modest development release, enhancing display of quotations, and adding a vignette

• as.latex() gains a cite argument to include citation in the results
• cite=TRUE is now the default in as.markdown(), as.latex(), and search_quotes()
• Collected quotes vignette added for complete overview of quotes collection

Version 0.3.1 (2022-10-10)

• This is a major release of the statquotes package, now using "tags" to classify quotations rather than
  the previous hierarchical system of "topics" and "subtopics".
• Many more quotations have been added and the facilities for searching and formatting have been expanded.
