Some mailers, billboards and yard signs frame Virginia's highly-partisan redistricting referendum as a form of gerrymandering. Others say it's a way to "fight back" against a national Republican stronghold. But a lot of the language from both sides, experts say, is intended to confuse voters, especially since the biggest benefactors are those who want to maintain power.
