is it possible to gave the right to create major versions of documents in a document library only to a specific group?

Scenario:

Group A: Edit documents, create minor and major versions. Group B: Edit documents, create minor versions only, but no major versions. Group C: Just be able to read documents and only major versions. -> Done, Library Settings -> Versioning Settings -> Draft Item Security -> Who should see drafts -> only users who can edit items.

Number 3 is clear, I need an idea for number 1 and 2.

If you have content approval switched on for the document library, only users who have the rights to approve will be able to publish a major version. So group A would have approval rights, and group B would have edit rights but not approval.

Would this satisfy the requirement?
