I am using XEN 4.14.5 for Debian Bullseye in dom0, and my domU is Devuan Chimaera (a fork of Debian Bullseye).
I connect to the VNC server for the domU, and everything works before starting X11. (since installing package kbd, I can even say the mouse works outside X11.) In X11 however, the mouse works and the keyboard is dead.
One weird clue: I ran xev, and found that typing digits 1, 2, and 3 caused ButtonPress and ButtonRelease events! Edit: Retesting seems to say that was escape, 1, and 2; which would be the first three keycodes.
Any suggestions?
