You're right, I misunderstood what you meant the first time. The problem isn't the mechanics of the SCP — it's that there's no real story behind it.
What I want to explore is the Foundation's inability to explain them. There's no biological, historical, or folkloric record that accounts for their existence in that specific forest. They just… are there. The Foundation contained some, but colonies are still out there, and they don't fully understand what they're dealing with.
The gnomes aren't scary because they're powerful. They're unsettling because nobody knows what they actually are or why they exist.
