I see a user that has > 100 reputation points, yet they've got only 1 Q with only 1 upvote.

They've got no other community participation, so I guess they can't have association bonus? Or is that possible after deleting all those other accounts?

After that you could e.g. flag a post of the user to get our attention. Anything that doesn't lead to a user being publicly drawn out basically. $\endgroup$ Commented Jul 3 at 18:08

We cannot disclose any information about particular users.

However, I can tell that it is possible to earn enough reputation on one site, join another site getting associative bonus and finally, for instance, delete the account on the original site, hiding it from other users. Hidden accounts are invisible to most users, but not to moderators. Accounts may be hidden for other reasons.

Initially the question mentioned a particular user (please don't do that). I haven't checked how they got their reputation nor if they have or had any other accounts.
