Our development team is currently in a conundrum of trying to accurately georeference a small scale map of Russia that is in a very specific Polar projection.

Would anyone have a recommended Custom or Modified polar projection to use in ArcGIS Pro to most accurately georeference the below map that would cause minimal warping?

Because the latitude lines look like they are equidistantly spaced, try using azimuthal equidistant. It doesn't matter which geographic coordinate system you use at that scale. The central meridian/longitude of origin is not 90, but probably something in the low 90s like 91 or 92.
