I am using The National Map xyz tile service:

https://basemap.nationalmap.gov/arcgis/rest/services/USGSTopo/MapServer/tile/{z}/{y}/{x}

It does not render at zoom levels greater than 16. I have tried setting the Max Zoom Level to 23 in both the xyz Data Source Manager and in the layer Properties Source. I have also tried un-checking the Max Zoom Level in both the Data Source Manager and in the layer Properties Source.

What can I do to get the layer to display at bigger zoom levels? I want to "stretch" the zoom:16 tiles. I'm not asking to get zoom:17 tiles from a service that only serves tiles up to 16.

Answering my own question here. I set the layer's Properties - Source - Max Zoom Level to 16. With Max Zoom Level un-checked, or set to a value greater than what the server provides, QGIS is making requests to the server for tiles beyond the available scale. Setting Max Zoom Level to the max available from the server fixed my issue.
