Added fallback SHA-1 function

This PR adds a fallback to compute a SHA-1 hash in the case that SubtleCrypto is unavailable (e.g. if we are not using HTTPS or on localhost).

Like the comments mention, the key SHA-1 is used for is not secure, and only picked to try and avoid collisions.
