Describe the bug

ChainLove reported that Forest RPC calls hang, along with the healthcheck. This is most likely caused by the maximum connection limit used by the RPC server (the default is 100).

To reproduce

Run a node, establish 100+ connections; the liveness check along with any consecutive connections should fail/hang.
