New Component - Add CBA Settings Loader and Settings Files

When merged this pull request will:

• loads CBA Settings during missin init from file
• respects force and force force
• replaced need to copy settings from wiki to server on server create
• settings must be kept up-to-date in the mod
• Adds three Medic Settings: default, easy, training which can be selected from the mission lobby
  • default is the normal KAM Settings for most mission and is the default if nothing is chosen
  • easy halves all treatment times and disables dying to low spo2
  • training is like default but enables AI unconsciousnes

IMPORTANT

• Development Guidelines are read, understood and applied.
• Title of this PR uses our standard template Component - Add|Fix|Improve|Change|Remove {changes}.
• Component folder has a README.md explaining the component.

Auf dem Handy habe ich den Abschnitt von eigenen kleinen Änderungen nicht richtig verstanden. Lag vermutlich an der Formatierung, die hier noch nicht ist.
