Similar to #73419
Adds section editing support to synced patterns as part of the contentOnly pattern editing experiment. With the experiment active, users can now double-click a synced pattern or click 'Edit section' to engage an inline spotlight editing mode to make changes to the original pattern. From this mode users can enable or disable pattern overrides.

Brings parity with template parts, unsynced patterns and blocks with
templateLock: 'contentOnly'when the experiment is active.How?
