Updated devDependencies such as mocha and typescript-eslint to safe versions. Also used the overrides field in package.json to force an updated version of serialize-javascript (used heavily by deep dependencies like mocha), mitigating severe security vulnerabilities. Resulting npm audit is now clean, and all tests still pass smoothly.
