Function: modify tags on structs (go.add.tags, go.remove.tags commands)
Proposal:

• Option 1: do nothing and keep using gomodifytags.
• Option 2: implement from gopls: can we refactor gomodifytags and reuse it from gopls? (cc @fatih)
