Description

Introduce core.workflow.file as the workflow file namespace.
Phase 1: add new package and runtime/protocols with a core.file compatibility bridge.
Phase 2: replace all remaining core.file.* imports and remove the bridge.
Align tests and serialization helpers with the new path

Motivation

Prepare for future graph engine.
