Despite what the removed comment says, it's possible to encounter error conditions when updating power levels across all protected rooms when a target user is a creator in some but not all rooms.
This PR also makes the error messages more friendly and attempts to prevent Meowlnir from even trying to send potentially forbidden power levels. And also bundles the response into one message because the reply spam isn't nice.
