also bump jest, because jest@24 doesn't work with signal-exit@4

signal-exit@4 includes some bug fixes and features, and opens up the possibility of using proper-lockfile within npm.
also bump jest, because jest@24 can't import signal-exit@4.
dependencies were installed via npm@11.5.2, which caused the lockfile format to update from 1 -> 3.
