We should have Orbiter and Lis integrate nicely together.

• Lis should be able to mirror and host all CIDs that an Orbiter site publishes via Beacon CID list #27
• Lis should be able to take a set of content from Orbiter's Beacon (via Beacon metadata bundler #9) and copy it instantly into its filesystem.
• Orbiter should be able to take content from Lis's filesystem and copy it instantly into metadata items.
