Description

Since yesterday all github action tests of pywikibot-ci and windows fails due to 429 status code (TOO MANY REQUESTS). The http response text is like this::

Non-JSON response received from server wikipedia:en for url https://en.wikipedia.org/w/api.php The server may be down.
