Locking a post typically prevents regular users from editing, commenting on, or voting on it (including delete/undelete votes); for locked questions, this prevents answering and voting to close/reopen as well. Only site moderators may lock or unlock posts, or perform restricted actions on locked posts. (If a question is locked, any existing answers on it are not automatically locked/affected by these restrictions.)
