Can the SPMT Tool migrate content/Files from SharePoint Online to SharePoint Online?

If not are there any other alternatives without using a third-party tools?

Answer: No. SPMT can migrate content from SharePoint on-premises Server, but not from another SharePoint Online tenant. However, a cross-tenant migration solution for SharePoint and OneDrive is available. Learn more at Cross-tenant OneDrive migration.

You can try to manually download files from the source site and upload them to the target site. This is feasible for smaller amounts of data but can be tedious for larger datasets.

Or you can use third party tools like Goodsync and Gs Richcopy to migrate from SharePoint Online to SharePoint Online directly .
