I have a development in Infopath that I need to migrate to PowerApps. Do you know if there is any tool that allows me to do direct migration from Infopath to PowerApps? or is it necessary to start development in Power Apps from zero?

Kudzu Software has been around for years with Cloud and Desktop tooling that can convert even complex InfoPath forms to Power Apps along with their data (Form Library XML to new SP lists or Dataverse tables...also created for you by the Kudzu tools). You can also archive filled out forms to PDFs to meet compliance/records management requirements.
