to elaborate, I'm working on a game and am using blender to build my levels. is there a way to have a set of "prefabs" on a doc or window or some such that I can drag and drop into a scene to create new instances? I feel like I've heard of an asset library or something like that, and being able to drop furniture or whatever from a pre-made set into a room would be incredibly useful and significantly expediate the process of building levels

The Asset Browser is the answer.

If you right click an object or collection you can select the Mark as Asset option, and then in the window dropdown (by the Edit Mode/Object Mode selector) you can open an Asset Browser window, and drag and drop from there.
