I found this in a convolute of Technic parts and I am not sure what to search for in Bricklink or so. What part number is this and in what model was it used?

The part is Technic Steering Rack Top - Modified 1 x 8 Technic Plate with Toothed Ends (2792). It was used for steering in Technic sets between 1988 and 2001. Here is how it is used for steering in set 8022:
