I am trying to make a highlight shader in Blender.

What I am going for is something similar to Roblox Studio's highlights(except without the fill):

Please help me implement this.

Put all your objects in a collection, create a Grease Pencil > Blank object, give it a material that is a white stroke:

Give a Generate > Line Art modifier to the grease pencil object, select the collection with the objects, select the material, set the stroke radius, choose Create > Individual Silhouette, also keep in minde that you need to be in camera view to correctly see the effect:
